Lieutenant General Mali Socheata, issued a formal notification today regarding ongoing humanitarian and diplomatic efforts concerning internally displaced persons (IDPs) along the border region. At 14:55 PM, a high-level delegation led by H.E. General Romeo S. Brawner Jr., Chief of Staff of the Armed Forces of the Philippines, undertook a visit to Cambodian civilians currently residing at the Wat Kandal camp in Thma Puok District, Banteay Meanchey Province. The delegation was accompanied by Cambodia\u2019s Liaison Group (CLG) and the ASEAN Observer Team (AOT), underscoring the spirit of regional cooperation on critical humanitarian matters. The camp currently shelters 1,520 families, totaling 5,735 individuals.<\/p>\n<p style=\"text-align: justify;\">This crucial visit underscores the urgent necessity for a comprehensive resolution regarding the civilian population affected by recent border incidents. The MND emphasizes the paramount importance of respecting the spirit and letter of existing bilateral frameworks. Specifically, the Ministry cited the Joint Declaration stemming from the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC), held on December 27, 2025. Point 4 of this declaration explicitly mandates that &#8216;Both sides agree to allow civilians residing in the affected border areas to return to their homes and resume their normal livelihoods as soon as possible, without hindrance and with safety and dignity, in their respective territories.&#8217;<\/p>\n<p style=\"text-align: justify;\">Despite ongoing diplomatic efforts, as of the morning of February 13, 2026, a total of 78,393 citizens, including 26,385 children, remain unable to return safely to their original residences. Consequently, the Ministry of National Defense earnestly appeals to the Thai side to uphold the GBC Joint Declaration, the Joint Statement on the Cambodia-Thailand Peace Agreement of October 26, 2025, and all related covenants with full sincerity and good faith. This unwavering commitment is vital for securing a peaceful, just, and durable resolution in conformity with international law and the established treaties between the two sovereign nations.
