**សេចក្តីប្រកាសព័ត៌មាន៖ របាយការណ៍ឆ្នាំ ២០២៦ បង្ហាញពីវឌ្ឍនភាពវិជ្ជមាននៃសេរីភាពសារព័ត៌មាន និងសណ្តាប់ធ្នាប់ប្រព័ន្ធផ្សព្វផ្សាយនៅកម្ពុជា**

**(ភ្នំពេញ)៖** ក្រសួងព័ត៌មានបានប្រកាសជាផ្លូវការនូវរបាយការណ៍ស្ទង់មតិថ្នាក់ជាតិស្តីពី «ស្ថានភាពសេរីភាពសារព័ត៌មាននៅកម្ពុជា» ឆ្នាំ ២០២៦ ដែលបង្ហាញថាវិស័យសារព័ត៌មាននៅក្នុងព្រះរាជាណាចក្រកម្ពុជាកំពុងស្ថិតក្នុងស្ថានភាពល្អប្រសើរ និងមានការរីកចម្រើនគួរឱ្យកត់សម្គាល់។ ពិធីផ្សព្វផ្សាយនេះត្រូវបានរៀបចំឡើងក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តម នេត្រ ភក្ត្រា រដ្ឋមន្ត្រីក្រសួងព័ត៌មាន កាលពីរសៀលថ្ងៃទី ២៩ ខែមេសា ឆ្នាំ ២០២៦ នៅទីស្តីការក្រសួងព័ត៌មាន ដោយមានការចូលរួមពីអ្នកសារព័ត៌មាន និងតំណាងប្រព័ន្ធផ្សព្វផ្សាយយ៉ាងច្រើនកុះករ។

យោងតាមលទ្ធផលនៃការស្ទង់មតិបែបវិទ្យាសាស្ត្រដែលតំណាងឱ្យអ្នកអនុវត្តវិជ្ជាជីវៈក្នុងវិស័យព័ត៌មានទូទាំងប្រទេស បានបង្ហាញថា ៨០,៨% នៃអ្នកចូលរួមបានវាយតម្លៃស្ថានភាពសេរីភាពសារព័ត៌មាននៅកម្ពុជាថាមានភាព «ល្អប្រសើរ»។ ក្នុងនោះដែរ ៨៥,៨% នៃអ្នកឆ្លើយតបបានអះអាងថា ពួកគេមានសេរីភាពពេញលេញក្នុងការប្រមូល និងផ្សព្វផ្សាយព័ត៌មានជូនសាធារណជន ដែលនេះជាភស្តុតាងឆ្លុះបញ្ចាំងពីបរិយាកាសការងារដ៏អំណោយផលក្រោមការគាំពារពីរាជរដ្ឋាភិបាល។

នៅក្នុងឱកាសនោះ ឯកឧត្តម នេត្រ ភក្ត្រា បានគូសបញ្ជាក់ថា ការរៀបចំរបាយការណ៍នេះមានគោលបំណងវាស់វែង «សុខភាព» នៃវិស័យសារព័ត៌មាន រួមទាំងការពិនិត្យលើបញ្ហាប្រឈម និងវឌ្ឍនភាពនៃទំនើបកម្មស្ថាប័នដែលបានអនុវត្តចាប់ពីឆ្នាំ ២០២៥ រហូតដល់ដើមឆ្នាំ ២០២៦។ របាយការណ៍ដដែលបានបង្ហាញទិន្នន័យសំខាន់ៗផ្សេងទៀត រួមមាន ៧០,៤% នៃអ្នកសារព័ត៌មានមិនដែលប្រឈមនឹងការគំរាមកំហែង ឬអំពើហិង្សាឡើយ ហើយ ៨៤,៦% មិនដែលប្រឈមនឹងបណ្តឹងផ្លូវច្បាប់ពីអាជ្ញាធរ ឬពលរដ្ឋពាក់ព័ន្ធនឹងការចុះផ្សាយរបស់ខ្លួននោះទេ។

បន្ថែមលើសពីនេះ ក្រសួងព័ត៌មានបានដើរតួនាទីយ៉ាងសំខាន់ក្នុងការសម្របសម្រួលវិវាទក្រៅប្រព័ន្ធតុលាការ និងផ្តល់កិច្ចការពារផ្លូវច្បាប់សម្រាប់អ្នកសារព័ត៌មានដែលបំពេញការងារស្របតាមក្រមសីលធម៌។ ទោះបីជាកម្ពុជាបានជួបប្រទះនូវបញ្ហាប្រឈមមួយចំនួននៅតាមព្រំដែនក្នុងអំឡុងពេលកន្លងមកក៏ដោយ ក៏សណ្តាប់ធ្នាប់សារព័ត៌មានត្រូវបានគេមើលឃើញថាមានការកើនឡើងដល់ ៧៥,២៦% ដែលកើនឡើងប្រមាណ ៣,៤៦% ធៀបនឹងឆ្នាំ ២០២៥។

**Press Release: 2026 Report Highlights Positive Progress in Press Freedom and Media Order in Cambodia**

**(Phnom Penh):** The Ministry of Information has officially released the national survey report titled “The State of Press Freedom in Cambodia” for 2026, indicating that the media sector in the Kingdom is in a robust state with significant progress. The dissemination ceremony was presided over by His Excellency Neth Pheaktra, Minister of Information, on the afternoon of April 29, 2026, at the Ministry’s headquarters, attended by a large number of journalists and media representatives.

According to the scientific survey results, which represent media practitioners nationwide, 80.8% of participants rated the state of press freedom in Cambodia as “Good.” Furthermore, 85.8% of respondents claimed they possess full freedom to gather and disseminate information to the public—a solid indicator reflecting a favorable working environment supported by the Royal Government’s protective policies.

During the event, H.E. Neth Pheaktra highlighted that the report aims to measure the “health” of the journalism sector, assessing challenges and the progress of institutional modernization implemented from 2025 through the first quarter of 2026. The report also detailed critical statistics: 70.4% of journalists reportedly faced no threats, harassment, or violence in the past year, while 84.6% stated they had never faced legal complaints from authorities or citizens regarding their publications.

Additionally, the Ministry of Information has played a proactive role in mediating out-of-court disputes and providing legal protection for journalists performing their duties ethically. Despite regional challenges and border tensions mentioned in the context of the past year, Cambodia’s “media order” index reportedly rose to 75.26%, an increase of 3.46% compared to the 2025 evaluation of 71.8%.
