យោងតាមសេចក្តីប្រកាសព័ត៌មានលេខ PR 08/2026 MFA.IC បានឱ្យដឹងថា ឯកឧត្តម ប្រាក់ សុខុន ឧបនាយករដ្ឋមន្ត្រី និងជារដ្ឋមន្ត្រីការបរទេស បានចូលរួមកិច្ចពិគ្រោះយោបល់ក្រៅផ្លូវការបន្ថែម (EIC) ស្តីពីការអនុវត្តកិច្ចព្រមព្រៀង ៥ ចំណុច (5PC) នៅទីក្រុងសេប៊ូ ប្រទេសហ្វីលីពីន កាលពីថ្ងៃទី ២៨ ខែមករា ឆ្នាំ ២០២៦។ កិច្ចពិគ្រោះយោបល់នេះបានស្វាគមន៍ការតែងតាំងលោកជំទាវ ម៉ា. ថេរ៉េសា ភី. ឡាសារ៉ូ ជាប្រេសិតពិសេសអាស៊ានទទួលបន្ទុកមីយ៉ាន់ម៉ាសម្រាប់ឆ្នាំ ២០២៦។
ឯកឧត្តម ប្រាក់ សុខុន បានបញ្ជាក់ជាថ្មីថា 5PC នៅតែជាឯកសារយោងចម្បងរបស់អាស៊ានក្នុងការជួយមីយ៉ាន់ម៉ាឱ្យវិលត្រឡប់ទៅរកភាពប្រក្រតីវិញ ដោយសង្កត់ធ្ងន់ថា ដំណើរការនេះត្រូវតែដឹកនាំនិងគ្រប់គ្រងដោយមីយ៉ាន់ម៉ាផ្ទាល់។ ឯកឧត្តមបានគូសបញ្ជាក់ពីតម្រូវការក្នុងការវាយតម្លៃឡើងវិញទាន់ពេលវេលានូវប្រសិទ្ធភាពរបស់ 5PC និងបានលើកឡើងថា ដំណើរការបោះឆ្នោតប្រកបដោយភាពជឿជាក់ និងបរិយាប័ន្ន គឺជាគន្លឹះសម្រាប់ស្ថិរភាពរយៈពេលវែង។ ក្នុងអំឡុងពេលនៃកិច្ចប្រជុំ EIC ឯកឧត្តម ប្រាក់ សុខុន ក៏បានជួបប្រជុំទ្វេភាគីជាមួយរដ្ឋមន្ត្រីការបរទេសប្រ៊ុយណេ វៀតណាម និងម៉ាឡេស៊ី ដើម្បីពិភាក្សាអំពីការពង្រឹងកិច្ចសហប្រតិបត្តិការ និងបញ្ហាតំបន់។ គួរកត់សម្គាល់ កម្ពុជាបានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅដល់ម៉ាឡេស៊ីចំពោះតួនាទីសកម្មរបស់ខ្លួនក្នុងការសម្របសម្រួលបទឈប់បាញ់ និងដំណោះស្រាយដោយសន្តិវិធីនៃស្ថានការណ៍រវាងកម្ពុជា និងថៃ។

Deputy Prime Minister and Minister of Foreign Affairs, H.E. PRAK Sokhonn, attended the Extended Informal Consultation (EIC) on the Implementation of the Five-Point Consensus (5PC) in Cebu, the Philippines, on January 28, 2026, according to Press Release No. PR 08/2026 MFA.IC. The consultation welcomed the appointment of H.E. Ma. Theresa P. Lazaro as the ASEAN Special Envoy on Myanmar for 2026. DPM Sokhonn reaffirmed Cambodia’s view that the 5PC remains ASEAN’s primary framework for assisting Myanmar, emphasizing that the process must be Myanmar-led and Myanmar-owned. He also stressed the need for a timely reassessment of the 5PC’s effectiveness and highlighted that a credible and inclusive electoral process is crucial for long-term stability. On the sidelines, H.E. Prak Sokhonn held bilateral meetings with the Foreign Ministers of Brunei, Vietnam, and Malaysia, discussing enhanced cooperation and regional issues. Notably, Cambodia conveyed deep appreciation to Malaysia for its active role in facilitating the ceasefire and peaceful resolution of the situation between Cambodia and Thailand.
