The directive mandates the National Police Commissioner General and Capital/Provincial Unity Commands to rigorously implement preventative measures across various domains. Emphasis is placed on comprehensive public awareness campaigns concerning fire prevention—specifically addressing risks associated with the traditional burning of incense and candles, potential electrical faults, and the improper use of flammable materials. All competent units are required to maintain high operational readiness, deploying adequate personnel, means, and materials to ensure timely intervention against potential fires or criminal activities.
Crucially, the MOI strictly prohibits the use of unauthorized weapons, explosives, and especially fireworks, citing the potential for fatal accidents, societal anarchy, and disturbances to public tranquility. Authorities are tasked with diligently inspecting markets, stores, and warehouses to prevent the illegal importation and distribution of all categories of explosive devices. Furthermore, the instruction stresses proactive traffic management to mitigate congestion and reduce accident rates for travelers. This enforcement is executed alongside the continued vigorous application of the ‘Safe Village-Commune-Sangkat’ policy, with a particular focus on combating illegal drugs and all forms of unlawful gambling.
